Tourism in Goa continues to regain stability and scale after pandemic disruption, with provisional 2025 figures pointing to resilient domestic demand and a measured recovery in international travel across air and cruise segments.
Goa has reported strong and sustained growth in tourist arrivals, consolidating its position as one of India’s most consistent leisure destinations. Provisional data for 2025 shows total tourist arrivals at 1,08,02,410, comprising 1,02,84,608 domestic tourists and 5,17,802 foreign tourists.
Steady recovery across key arrival phases
Tourist inflows into Goa have moved through distinct phases over the past decade. In 2017, the state recorded 77,85,693 total arrivals, which rose steadily through 2018 and 2019 before pandemic-related disruption. Recovery gathered momentum from 2023 onwards, with arrivals reaching 86,28,162 in 2023 and crossing the one-crore mark at 1,04,09,196 in 2024, reflecting renewed confidence in the destination.
Charter tourism recalibrates post-pandemic
Charter flights have traditionally played a critical role in Goa’s inbound tourism. In 2017, the state handled 1,024 charter flights carrying 2,49,374 foreign tourists. Volumes declined in subsequent years, and the introduction of Manohar International Airport (Mopa) reshaped charter operations.
In 2025, Goa received 189 charter flights, bringing in 40,336 foreign tourists, with charter operations split between Dabolim and Mopa airports.
Commenting on the data, Shri Rohan A Khaunte, Hon’ble Tourism Minister, Government of Goa, said, “Goa’s tourism performance, as reflected in the year-wise statistics, clearly demonstrates the resilience of the sector and the effectiveness of our sustained efforts towards structured and balanced tourism growth. The steady rise in domestic tourist arrivals, the gradual revival of foreign tourism across charter, scheduled international flights, and cruise segments, along with the enhanced role of Manohar International Airport, underline the State’s improved connectivity and destination readiness. Our focus remains on promoting quality tourism, diversifying markets, and advancing Goa’s vision of Regenerative Tourism, ensuring that tourism growth translates into long-term benefits for local communities, the environment, and the economy.”
International scheduled flights regain traction
International scheduled flights have also contributed to the revival of inbound tourism. In 2025, a total of 1,784 international flights operated through Goa’s airports, with 643 flights at Dabolim and 1,141 at Mopa, carrying a combined 2,35,798 foreign tourists.
This marks a steady recovery from the sharp decline witnessed during the pandemic period and highlights the growing role of Mopa Airport in handling international traffic.
Cruise tourism strengthens destination mix
Cruise tourism continues to complement Goa’s tourism profile. After peaking in 2019 and declining sharply during the pandemic, cruise operations have stabilised. In 2025, 37 cruise vessels called at Goa, bringing in 51,510 passengers, including 10,086 foreign tourists and 41,424 domestic tourists.
Focus on infrastructure, connectivity, and sustainability
Shri Kedar Naik, Director Tourism, Government of Goa, said, “The tourist arrival data highlights a clear recovery trajectory across all segments, particularly in the post-pandemic period. The consistent growth in domestic tourism, the return of international charter operations, increased international flight movements through both Dabolim and Mopa airports, and the steady contribution of cruise tourism reflect coordinated efforts in infrastructure development, connectivity enhancement, and destination management.”
