In a major relief for travellers, the Directorate General of Civil Aviation (DGCA) has proposed new rules allowing passengers to cancel or modify flight tickets without penalty within 48 hours of booking. Airlines must also issue refunds within 21 working days, even for tickets booked via agents, the policy draft mentions, inviting public feedback until 30 November.
